At Waseda University, a new certificate issuance service has started on May 9, 2023. You will be able to request certificates online anytime of the day and also receive them at convenience stores (Seven-Eleven, Family Mart, Lawson) throughout Japan.
Requests for certificates that cannot be issued via the Certificate Issuance Service (Online Application), or applications which include such certificates will be accepted by postal mail or in-person. If you have any questions or concerns, consult your undergraduate/graduate school before making a request.

Certificate Issuance Service (Online Application)

By using the Certificate Issuance Service (Online Application), you will be able to receive your certificate at convenience stores, certificate issuing machines or by postal mail*. You will also be able to send digital certificate (PDF) online. Details on how to request for certificates using the online application, please check below.
*To use the certificate issuing machines, you will need the “Campus Print Number” which will be sent to you after applying online via the Certificate Issuance Service (Online Application). You cannot use your student ID card to print your certificate.
*Certificates printed at convenience stores or certificate issuing machines cannot be officially sealed (enclosed in an envelope and stamped with a university seal). If you would like for the certificates to be officially sealed, select the “Sending by Post” option, and then select the “strict seal” option under Mailing options.
*Student Discount Certificate and Certificate of Health Check-up can only be issued at the certificate issuing machines on campus. There is no issuance fee for this certificate.

Certificate of Expected Graduation (Completion) Can be issued from June 1 (spring semester) and November 10 (fall semester) of the year of graduation (completion). Issuance will be suspended for 1 to 2 weeks prior to the start of each issuance date due to the graduation (completion) screening process. For information regarding the period of suspension, please check the details provided by your undergraduate/graduate school.

Certificate of Doctoral Degree After your doctoral dissertation has been accepted by the Graduate School Steering Committee, it takes about 1 week to 10 days before the certificate can be issued due to the procedures within the University.

Request by Postal Mail/ In-Person

Applications which include the certificates that cannot be issued via the Certificate Issuance Service (Online Application) will be accepted by post or in-person. Please submit your application to the office of your undergraduate/graduate school. For details on how to proceed, please refer to the websites below.
We do not issue or mail certificates on Saturdays, Sundays, national holidays, or during the summer and winter holidays. Also, depending on the handling situation of the office, it may take longer time to issue certificates. If you wish to have your certificate(s) issued before the summer and winter holidays, please apply before those holidays as soon as possible.

Certificates that Cannot Be Issued by the Certificate Issuance Service (Online Application)

*For Transcript of Credits University-wide Minor Program (GEC), Certificate of Completion University-wide Minor Program (GEC), Transcript of Credits Minor Program (GEC), Certificate of Completion Minor Program (GEC), and Certificate of Completion Practical Education Program (GEC), please contact Global Education Center if applying by postal mail, or Waseda Portal Office if applying in person.
*For PROOF OF CERTIFICATION “Certification Program in Data Science” (CDS), please contact Center for Data Science if applying by postal mail, or Waseda Portal Office if applying in person.

What You Need
1) Certificate Request Form
Please download the format from the link below.

*If you are unable to download the form, please type in the following information (in any format) and send it to your undergraduate/graduate school office.

(1) Name (alphabetical name is also required for English certificates)
(2) Contact information (home address, telephone number, daytime contact information, e-mail address)
(3) Type of certificate (English or Japanese) and number of copies
(4) Whether or not the certificate should be officially sealed (enclosed in an envelope and stamped with a university seal)
If you are requesting more than one certificates and would like them to be officially sealed, please indicate how you would like them to be sealed.
Example: In case you wish to officially seal 2 certificates of enrollment and 2 transcripts (of academic record)
Indicate as follows: Put 1 certificate of enrollment and 1 transcript in an envelop, and put each of the rest of the certificates in each envelop, which will total in 3 envelops. Officially seal all the 3 envelops.
(5) Name of school, graduate school, course (for graduate school, master’s or doctoral etc.), major etc.
(6) Student ID
(7) Date of admission

2) Identification Document
A student ID card (for current student only), driver’s license, passport, My Number Card (front side only; notification card is not acceptable), resident card, or special permanent resident card.
*The document you wish to submit must be within its valid date.
*If you are requesting a certificate(s) by mail, please submit a copy of the document.

3) Issuance Fee
300 yen per copy
*Certificate issuance fee is 300 yen per copy until your graduation (completion)/withdrawal month. After that month, the issuance fee will be 400 yen per copy.
*If you are requesting a certificate(s) by mail, please pay the fee by sending a postal money order with fixed amount (定額小為替: Teigaku-kogawase) (available at post offices). Please do not write down or fill in anything in the postal money order.

4) Self-addressed Stamped Envelope (In case of requesting by mail)
*Please prepare an envelope of a maximum standard size postal item (120mm x 235mm) or bigger with a return address written on and a stamp of the prescribed amount affixed.
*For the mailing charge, please check the Japan Post website.
*Overseas shipments will be sent by a regular mail or EMS. Please confirm the handling conditions of your destination country/region at the Japan Post website in advance.
*If there is any incompleteness in your mail, there is a possibility that the shipment will be delayed significantly. Please especially be careful about the fees.
*Size and weight of a certificate and envelope prescribed by the University are as follows.

Request by proxy
In order to protect personal information, the University will only issue certificates upon the request from the individual concerned. However, if you are unable to apply yourself due to an unavoidable reason(s), we will accept applications from your proxy. For requesting by proxy, please prepare the following two items.
*The following two items are also required when a person other than the individual concerned visits the office to receive a certificate(s).

(1) Letter of Proxy (Download (PDF))
Both the applicant and proxy must handwrite their name and provide their personal seal or signature.
Please make sure to attach a photocopy of the applicant’s identification card.

(2) Proxy’s Identification Document

*If you are applying by mail, please submit a copy of abovementioned documents.
*The letter of proxy can be in a form other than the prescribed one. However, it must contain the following items.

(1) Applicant’s information: Student ID, name (handwritten), seal or signature (handwritten)
(2) Matters to be proxied, reason(s) for proxy, name of the proxy
(3) Applicant’s Identification document (attached)
(4) Proxy’s Information: Student ID (if the proxy is a Waseda student), name (handwritten), seal or signature (handwritten), and relationship with the applicant, address, and telephone number.
Application from overseas and mailing to overseas
If you wish to apply from overseas or have your certificate mailed overseas, we recommend using Online Application.
If you are unable to request online, to avoid postal delay and related issues, please ask a proxy in Japan to send your application on behalf, using a postal money order (定額小為替: Teigaku-kogawase) for the issuance fees and stamps for postage. If a proxy in Japan is not available, please contact your undergraduate/graduate school office.
